Russia-via-Finland is a two-hop product designed for users inside Russia whose ISPs block direct connections to foreign IP addresses. Your client connects to an entry node inside Russia (which looks like ordinary HTTPS traffic to your ISP), then traffic is forwarded out via our Finland exit. The result is an EU IP without the connection ever hitting the DPI block.
